Addressing issues with publicly created rooms.

First off - The ability to set a max number of participants in a publicly created room, and for Observers, a "Yes/No" setting.

When 1 person clicks ready in a publicly created room (Host or not), it begins a timer of 1 hour. After the hour ends, everyone that is considered "Ready" gets into the match phase, while those that didn't give an input in time are thrown out of the room. (There must be 2 or more Readied participants, otherwise nothing happens).
- This makes it so in rooms of say '22 participants', you won't have to wait for everyone to press ready to get in a fight, and because surely, some of them are offline, so it'll be impossible to even start in the first place!
- In rooms of 3 or more participants, there's a 1 hour timer for each player and their turn, if they do not end their turn in the hour, they are disqualified from the match. (Tough, I know, but it keeps people from going AFK, offline in the middle of the match and possibly never ever logging in again, leaving the other two or more participants in an indefinite stalemate. - Maybe a toggle-able setting? But definitely necessary.)

Other general settings:
- The ability to set a max number of participants in a publicly created room, and for Observers, a "Yes/No" setting.
- The Host can kick participants and observers alike, so long as the room doesn't have an active match ongoing.
- And same deal as above; banning participants, making the room "hidden/greyed out" for that character specifically and forceably kicked out.

Oh, also making rooms "Invite-only", automatically adding the invited character to the room as a participant, this however makes you and everyone you invited start the "readying" timer right away, the host is locked out of being 'not ready', and if no one readies in time, the room automically closes.
- This makes it so you don't spam the feeds of those you invite after the hour is up.

And lastly, of course if everyone readies within the timer, with time to spare, the match begins.
